A machine cannot take the "oath of office" and therefore we do not have any "officials" who are machines. Any who are entrusted with authority over humans have to be ... human.
This now includes those who have been DNA modified. Their legal status has indeed changed and they are no longer the same. Consequently, they cannot take ANY "oath of offce" now that they are utterly dependent and indeed the property of their respective patent holders.
I wonder if they saw that coming if they would have been so eager to get their DNA replaced with a synthetic?
It doesn't matter ... too late now.
